Prison Rape Elimination Act (PREA)
The Prison Rape Elimination Act (PREA) of 2003 is a federal law established to support the elimination and prevention of sexual assault and sexual misconduct in correctional systems. PREA addresses both inmate-to-inmate sexual assault and staff-to-inmate sexual assault. The Jackson County Detention Center fully supports the guidelines set forth in this law and has ZERO-TOLERANCE for any and all incidents of sexual assault and sexual misconduct in accordance with the Prison Rape Elimination Act of 2003.
The Jackson County Sheriff’s Office Detention Center implements its “Zero-Tolerance” policies through a facility-wide systematic process that begins when inmates are initially admitted into the facility. When inmates enter our intake area they are met with a comprehensive educational process where their rights to be free from sexual abuse and harassment is explained in detail to them. From there an assessment is conducted on every inmate to determine their individual risk of victimization or predation using an objective measurement tool based on specific risk factors. This tool is utilized to make an individualized determination of housing and program assignments for each inmate.
Every allegation of sexual assault and sexual misconduct by either staff, or other inmates is forwarded to the PREA investigation unit, where a thorough investigation is conducted.

When it comes to sexual activity within the jail facility, Jackson County Detention policies and procedures are clear; ALL SEXUAL ACTIVITY IS PROHIBITED. Beyond those rules, forced or coerced sexual behavior is a criminal act that merits criminal prosecution.

2024 PREA Report
2023 PREA Report
On December 31st 2023, Jackson County jail’s adult inmate population was 70 inmates. 55 inmates were male and 15 were female. The jail had no youthful inmates as Jackson County does not house juvenile offenders. The average population of the jail was 80 inmates per day. There were no substantiated PREA complaints at the facility in 2023.
Jackson County continues to work and improve apron our PREA policy and corrective action plan. Commitment to our zero tolerance for sexual harassment continues to be a priority at the Sheriff’s office.
2022 PREA Report
On December 31st 2022, the Jackson County Jail’s adult inmate population was 84 inmates. 68 were males and 16 were female. There were 0 youthful offenders as Jackson County does not house juveniles. The average daily population of inmates was 92 per day for the year. There was one substantiated PREA complaint for the year which was determined to be an inmate on inmate sexual battery, which was sent on to district court.
We as an agency continue to work and improve our PREA policy and corrective action plan. Since we began PREA we have added more cameras to the facility. WE have been working on the better training practice for staff and volunteers, reinforcing our zero tolerance policy for sexual harassment. We continue to try to make it easier for inmates to report sexual violations harassment.
